WhatsApp Business pricing as of October 1st, 2026
Meta changed how it bills the WhatsApp Business Platform on October 1st, 2026. Replies inside the 24-hour customer service window used to be free and unlimited. Now they're billed per message after the first 1,000 per business number each month.
This guide covers what changed, Meta's official rates for every Arab market and other key markets, worked monthly examples, and practical ways to cut your bill. Every figure comes from Meta's USD rate card effective October 1st, 2026.
The short version
- As of October 1st, 2026, Meta charges for service messages: your free-form replies inside the 24-hour window.
- The first 1,000 service replies per business phone number per month are free. After that, each costs the market's utility rate.
- Utility templates, such as order confirmations, are billed inside the window too, and they aren't part of the free allowance.
- Marketing templates have no free allowance, and their rate went up in Saudi Arabia, the UAE, Kuwait and the Rest of Middle East region.
- Kuwait left the Rest of Middle East region and now has its own rates, which are much higher.
- Messages customers send you stay free. Meta only bills what your business delivers.
What changed in WhatsApp pricing on October 1st, 2026
The big change: replying to customers is no longer free and unlimited. Here's what applied through September 30 and what applies now, as published on Meta's pricing page.

Meta also updated 40 rates. Nine markets left their regional bucket and got their own row, including Kuwait, Oman, Iraq and Morocco. Qatar had already left Rest of Middle East on July 1, 2026.
If your account has no payment method, Meta stops delivering your service replies once the free 1,000 for the month are used. Add one in Billing Hub to avoid silent gaps.
Does WhatsApp now charge for every message?
Not every message, but most of what your business sends. Meta bills each message your business delivers, by its category. In Meta's own example, a conversation in which the business sends 5 messages is now 5 charges.
Three cases stay free:
- The first 1,000 service replies per number per month.
- Everything inside a free entry point window, which opens when a customer messages you from a Click-to-WhatsApp ad. Only Meta Business Agent replies are still billed there.
- Messages customers send to you.
So the accurate headline is this: WhatsApp now charges for your replies too, not just for marketing.
WhatsApp rates for every Arab market
USD per delivered message. The rate follows the country code of your customer's number, not where your company is. Service replies cost the same as utility templates in every market.

How the 1,000 free service replies work
- The allowance is per business phone number, not per account or company. Two numbers, 1,000 free replies each.
- It resets at midnight on the 1st of each month in your account's time zone. Unused replies don't roll over.
- It covers service messages only: your normal replies inside the 24-hour window, typed by an agent or sent by a bot.
- It doesn't cover utility templates (even inside the window), marketing templates or Meta Business Agent replies.
- From the 1,001st reply you pay the market's utility rate. Service messages get no volume tiers.
For developers: in status webhooks the pricing type stays free_customer_service inside the allowance and becomes regular, with billable true, once it is used up.
Service vs utility vs marketing vs authentication
Meta puts every business message in one of five categories, and each message is charged once, by its category.
- Service: free-form replies inside the 24-hour window, from an agent or a bot. First 1,000 per number per month free.
- Utility templates: pre-approved messages about something the customer did, like order confirmations, shipping updates, invoices and appointment reminders. Always billed; volume discounts after 100,000 a month.
- Marketing templates: offers, announcements, abandoned-cart nudges. The most expensive category, with no free allowance.
- Authentication templates: one-time passcodes. Priced like utility, with a higher international rate in some markets.
- Meta Business Agent: replies from Meta's own AI agent, billed per token, roughly 4 to 5 US cents a message, no free allowance.
A reply typed by an agent or sent by a bot inside the window stays a service message even if it promotes something. Meta doesn't charge it as marketing. Full breakdown and bill calculator

Meta's charges only: no provider fees or taxes, no volume tiers beyond those shown, and no free entry point windows.
How to cut your WhatsApp bill
Most of these cost nothing and work today:
- 1Reply in free form instead of a utility template while the window is open. A normal reply counts toward the free 1,000; a utility template is always billed.
- 2Send one message, not four. Every bubble is a message, so a bot that splits an answer into four pays four times. Buttons and lists shorten the back-and-forth.
- 3Know each number's allowance. If your teams use different numbers, each has its own free 1,000.
- 4Use Click-to-WhatsApp ads. A conversation that starts from one opens a free entry point window in which service, utility and marketing messages aren't charged.
- 5Send marketing only to people who engage. It is the priciest category and has no allowance.
- 6Add a payment method so replies don't stop once the free allowance runs out.
- 7Move the rest of the conversation to your own channel. Reply once on WhatsApp and let the customer continue in a branded chat that carries no Meta fees. That is what uniPLUS does; see the next section.
