Few Arab markets were hit harder by Meta's October change. On top of replies becoming billable, Kuwait left the Rest of Middle East region and got its own rates, which are much higher.

Why WhatsApp got more expensive in Kuwait
- Until September 30, 2026, Kuwait was billed at the Rest of Middle East rate. As of October 1st, it has its own row on Meta's rate card.
- Utility and service went from $0.0091 to $0.0440, about 4.8 times as much.
- Marketing went from $0.0341 to $0.0792, more than double.
- Kuwait now has an authentication-international rate of $0.1200.
- Service replies are billed after the first 1,000 per number per month.
- Utility templates inside the 24-hour window are now billed, and they don't count toward the free allowance.
